Bhutan follows a "High Value, Low Volume" tourism policy, so it is not a budget backpacking destination. Your total cost has two main parts: the government's Sustainable Development Fee (SDF), and your trek package covering guides, staff, camping, food, and logistics. Here's exactly how it breaks down.

1. The Sustainable Development Fee (SDF)

Every international visitor pays a daily Sustainable Development Fee set by the Royal Government of Bhutan. The SDF is a levy — separate from your tour cost — that funds free healthcare and education, conservation, carbon-offset programmes, and the upkeep of trails and cultural sites. It is a cornerstone of how Bhutan stays pristine and carbon-negative.

Following a 2023 reform, the SDF for most international tourists is currently USD 100 per person, per night (reduced from the earlier USD 200). Different rates apply to Indian nationals, and children often receive discounts or exemptions.

Example Government Fee Budgets

For an adult paying the standard USD rate, budget USD 100 per night for the SDF plus a USD 40 visa application fee. The current SDF discount is announced through 31 August 2027. These examples cover government fees only; your trek package and other expenses are additional.

Two trekkers on two different routes can pay very different totals. The biggest factors are:

• Trek length: Because the SDF is charged per night, a 28-day Snowman Trek carries far more SDF than a 3-day Chele La Trek.
• Group size: Shared staff and logistics cost less per person in a larger group; solo and private departures cost more.
• Season: Peak autumn dates are in higher demand than shoulder periods.
• Remoteness: Deep wilderness routes need more horses, staff, and supply days.

As a planning rule of thumb, budget for three buckets:

• SDF — number of nights × current daily rate.

When comparing quotes, ask for the same route, total nights, group size, hotel category and travel period. Check whether SDF, visa fees and permits are included so you do not count them twice.
